Thats a convergence failure when the led blinks 3 times. Your model uses the PT47WX42 convergence repair kit available from www.tvrepairworld.com the kit contains the parts and the CD with instructions for the repair.
The resistor you see is a 2.2 ohm 2 watt resistor and is part of the convergence circuitry. I would replace R7011. 7012, 7013, 7014, 7015 & 7016 (all the same value) and the 2 STK392-110 Convergence ICs. This should fix your problem. You can find kits on-line for around $45 with the IC's and resistors together.
The color code is as follows: blk = 0; brn =1; red = 2; orange = 3; yellow = 4; Green = 5: blue = 6; violet=7; Grey = 8; white = 9
Unfortunately, if it is wirewound, they usually printed the resistor value on the body of the resistor. For sure it shouldn't be glowing. Sorry I can't be more help, but without a schematid, can't do much else

I'll post you my general message which is for a similar Philips Magnavox 51 inch TV, you'll need to check the manual verify the correct IC convergence chips and resistors, the manual link is below as well... usally the IC's are STK392-120's or 150's and the resistors are 6.8 ohm 12 of then...

51MP392H/17 Actually I have this TV and you need 2 Convergence IC's STK392-120's (120's and 150's will work) of course order 2 of the same type I'm using replacement 150's they allow for a little higher heat and were cheaper ALSO you need to replace the 12 resistors with 6.8 ohm metal film resistors, make sure they are metal film! don’t skimp out here I did and then they blew and fried my IC's and I had to replace everything again!
What you need: (2) STK392-120 OR STK392-150 IC chips (12) 6.8 Ohm Metal Film resistors set of star screw drivers 15 watt pencil solder pencil, DO NOT use a high watt iron you will fry the surface mounted item. good leaded solder, and flux
Yes you need to replace both convergence ICs. They are both STK392-150 you will also need to replace the 6 feed resistors. You will need ( two ) 1.8 ohm 1watt metal film resistors.
( one) 3.3 ohm 1watt, ( 0ne) 2.7 ohm 1watt, ( one) 4.7 ohm 1 watt, and ( one ) 2.2 ohm 1watt . The resistors are all 1 watt metal film resistors. Replace both convergence Ic's Stk392-110 and personally I'd use STK392-150's for greater reliability. Also check all 2.2 ohm 2w resistors for open or change in value and replace as many as needed...
sorry I got the last4 letters in the part number wrong. Its a 100K 1/10 watt metal film but the part number is ERJ6GEYJ104V the other part number was for R7058 which is 3.3 K. Small print on the parts list. Order that number its for the 100k ohm resistor that you need.
