Typically, most air tools require 120 psi to work . Have you added oil into the air port of your tool? a small amount of motor oil will work in a pinch - let it flow into the tool for 5 minutes before you try to use it.If you can, turn up your regulator to 120 and try again. Or, you can take the tool to a local shop and ask if they will let you plug it in to their air to test.

did you lube the tool, and make sure it spins freely ? shoot a little squirt of air tool lube down the intake hose fitting, your specific tool isn't listed in your question so I can't research the specs for it
