I entered my problem about July 5, paid my $12 by credit card, and have heard nothing at all. Please confirm that the $12 will be credited back to my credit card.

If you can't contact the seller then about the only thing you can do is to stop payment, assuming you paid with a credit card. If you can contact the seller then please do so.

Here is the steps on how to add a Credit Card to your PayPal account.
1.Log in to your PayPal account. 2.Click Profile near the top of the page. 3.Click My Money under My Profile. 4.Click Update next to Debit and Credit Cards. 5.Click Add a Card. 6.Enter your information. 7.Click Add Card.

Call them. If you can't get a hold of them, or they can't answer your questions, and you paid via credit card, I would call your credit card company and see what you can do about canceling that transaction.
if i follow you correctly the money went back to your credit card then to paypal again. if this is the case call your credit card company and ask them to do a chargeback. they will get your money back.

lynn.... have a look at your next credit card statement to confirm you made a payment... in the meantime email pogo and state that you have made a payment and the day it was made and ask them why it was not credited to your account. if they refuse to acknowledge you made payment and it's on your credit card... contact the credit card company and do what is called a "chargeback".... you will get your money back.
