This problem is due to a bad battery. All rechargeable battery have a charging limit of upto 1000-3000 charges, after that it will loose its ability to get charged, so you will have to replace the battery.
All you do is get another charger or have the apple store fix it for you. Once that is done, plug into your computer and device, and a file should open for it. Click open to view with files. Once that is done, you can drag all the songs from your computer to your device. Once is done, safely remove your device with the icon down the bottom right corner. Then it should be done.
Are you sure it's not charging? What makes you think it's not charging? When you plug the USB cord in (and it's attached to the charger or the PC)a screen should appear temporarily. It shows a picture of a PC with a usb cable coming out of it. Are you not even seeing that much?
Remember that this is a no-name Chinese player, so don't expect iPod or iRiver quality.
I didn't think mine turned on, but that's because the on/off switch was sticky and because you need to press play once or twice after it's turned on to get it to do anything. But so far, mine's working fine.
