Circular polishers can remove any damage that does not penetrate below the clear coat. This includes scratches, oxidation, and paint swirls

Manual did state what the pads were used for. No information on what pads came with and how to use.

Find a site for replacement pads, It should tell you what each pad is good for, also buffer dressings, rouge bars, come in different grits.

My Black & Decker mouse is now making a louder than usual noise and the base does not vibrate as it used to. What could be wrong?

possibly a bearing is seizing up causing the motor to slow down and therefore less vibration. You can try for a breakdown or to find a repair center.

Dewalt pollisher getting hot and blowing black dw849r

I have worked on polishers from several places, and really the best solution is to get a second polisher.
Polishers get really hot after prolonged use and people that use them that hard use one until it gets hot and then they switch off to the other and let the first one cool. It's expensive from the stand point you have to buy a second tool, but running a polisher to the point that it's too hot to hold onto is how they get burned up and you'll be buying another one anyway.

Typical speed question

It spins typically from 600-3000 RPMs. This single motion allows a circular polisher to level the clear coat that surrounds a scratch so that the scratch’s “edges” disappear. Professionals who want to completely remove a deep scratch must use a circular polisher.

Cordless or corded models

cordless is easier to use, but if you use the polisher for a big job the cord models are better for due to continues power supply.
