Your question is inconsistent with the fuse panel you are showing in the picture. The only place you will find the ignition fuses (there are two of them) is on the driver side, under the hood electrical center. They are 40 amp fuses in position/location numbers 3 and 4.

i would expect it mean's the wiring harness to the ECU , most likely has a break somewhere and is earthing out , you will need a auto electrician to trace the fault , electrical problems are a nightmare , look on a Oldsmobile internet forum some one may know where to start, or recommend a repairer
Connector and Relays for the various alarms and instrument panel displays.?????? No relay's .
Not working properly how ? All purpose alarm module ????? No such thing on your vehicle . How did you reset computer ? Disconnecting battery cable ?
Your vehicle has three modules , PCM - engine computer , EBCM - electronic brake control module and the DERM - diagnostic energy reserve module . You could also count the instrument cluster as one too.
Unless you when to GM tech school for these systems your best bet , take it to a qualified repair shop.
Either your motor is bad in the driver's side window, or the wire is broken. The fuse is located under the dash, in general, behind a removable door. There should be a listing of the fuses and their locations there, but if there isn't look on the actual fuse panel for power options like windows (like PW for Power Windows).

I just replaced the turn signal flasher today in my 1996 Olds Ciera. It was not near the steering column. It's actually behind the fuse box in the glove box but the easiest way to get to it is to remove the ashtray/cigarette lighter and it's harness and reach back to the right behind the fuse box. It took all of 10 minutes to replace. This is not the same as the hazard flasher, just the turn signal one.
