Well what I suspect has happened is that something has fallen into the sheet feeder. When you pull the paper back out you will see on the leading edge of the paper a "Nick/crease". Offer this back up to the sheet feeder and you will now be able to see where in the sheet feeder the obstruction is. Whatever it is will have fallen way down into the machine. Unfolder a large paper clip and bend the end 90 degrees to the rest of the clip (an L shape). See if you can get the paperclip down into the sheet feeder and hopfully dislodge the obstruction. Remove the inks and printhead and turn the machine upside down and give it a good shake. Hopefully the obstruction will fall out. if no joy then you are stuffed as you MUST not seperate the sheet feeder from the main body as there is an alignment procedure. Failure to do this will result in shredded gears!!.

This error relates to the starwheel assembly and motor. Open the printer and make sure that there are no paper jams or anything blocking the star wheels (the little pointy wheels that guide the paper.
If nothing is visisble then service diagnostics are required. Not sure of your technical skill level, so post back if you are comfortable disassembling the unit, if not, contact HP to find a local Designjet technician.
