You can download the manual for this scanner from Uniden's website here. The method to program a frequency into a channel is listed on page 22 of the manual as follows:

1. Press E/PGM to enter the program mode (the scanner turns on the PGM icon).
2. If the current channel is not the one you want to program, enter the memory number then press HOLD.
3. Enter the frequency including the decimal point, then press E/PGM.

Cant get any channels to pick up

I recommend that you first scan the weather band to make sure that the scanner is working properly. You should be able to pick up one of the NOAA broadcast frequencies just about anywhere in the USA. No reception? Your scanner probably needs professional repair. If you receive weather broadcasts, make sure that you have active frequencies for your area programmed into the scanner. You can find a comprehensive database of active frequencies, and a lot of other useful scanning information by visiting:

Uniden/bearcat BC-100

If it's indeed a BC-100 and not a BC-100xlt, the 16 channels are easy to program and use.
1. Press MANUAL 3 MANUAL with 3 being the number of the channel you wish to program.
2. Enter the frequency for that channel (e.g., 162.55) followed by ENTER.
3. Follow the same sequence for each channel you wish to program, except that pressing MANUAL after you program a channel will advance the scanner to the next channel.

To scan, simply press the SCAN button after your frequencies are programmed.
