I can only get you close, your model does not come up. 1998 price or a 27 inch, general size, would be around 290 dollars

I just purchased a rca floor model tv, 27 inch I

I don't like to post anything without some kind sort of solution but this one's been tough.

For a list of what seems to be a chronic issue with RCA. I included a list.

I did come across these two posts, hope it helps.

"well people don't be afraid all you have to do is to change a Horizontal out put transistor D3402 and that all is common problem I am a tv technician and already know that this kind of problem is normal good luck"

"It is the front panel on the tv (button panel). I took my friends tv apart and unplugged the button panel from the circuit board before it turned it's self off and the tv worked fine. It didn't turn off and on or change channels on it's own. The problem that I found is that this part is hard to find, online anyway. It can be fixed by a repair shop, but they will want to charge you 100.00+ dollars to it. It's simple to take apart and simple to install. The Tv is already messed up anyway, why not give it a shot if you think you can."

Settings window keeps popping up on tv screen

Since the menu will come up randomly it may be a hard issue to resolve. If it is the remote that is causing the menu to come up you can do some trouble shooting yourself. You could take the batteries out of the remote and see if the menu comes up when the batteries are out. If it does come up then the issue is in the television set and may require further trouble shooting. Please let me know if I can assist you further, respond to this post and I will try to help.

I hope this information allows you to resolve this issue.
If I have helped you, please help me, and rate this suggestion the highest FixYa rating. (Two Thumbs Up)

Turning off Closed Captioning

On the 27" TruFlat the closed caption button is hidden within the DVD buttons. You have to press it multiple times to shut off closed caption. It seems to have multiple sources for closed captions. Press the button until no source appears on the screen. ITS CONTROLED AT THE REMOTE CONTROL - NOT ON THE ON-SCREEN TV MENUS. Good Luck

RCA TruFlat

RCA seems to like it is a cheap make, are you suprised that everyone is experiecning so much problems,

Anyway... First port of call is always open up and look for bulging caps on the psu:

Bulging caps on the power supply board causes all sorts of symptoms on the TV.

Proceed at your own risk, the tube can hold 20,000v

TV will not turn on

I am by no means an expert but i have the same type of TV and have a similiar problem, first I thought it might be a heat-induced effect so I vacuumed the interior but no joy--then I carefully inspected the main board and found two components that looked melted. So I would suggest you vaccum the interior and then inspect. But be careful as I found one capacitor on the board that still had a charge after 3 days of the set being turned off, you might want to verify things with a multimeter before poking around.
