double click on the speaker symbol shown on the right hand corner of screen and than click on options and than properties and in the list chk if the mic volume is checked if not put a check and u will see the volume control in the main menu make sure the volume is to the top and there is no check on mute if it still doesnt work change the mic and chk

In gtalk, i am able to hear the voice from other side and they are not able to hear my voice.. what could be the reason.. Can you suggest some solution.

If you mean Google Voice? It is only available from the USA.

YOU WILL BE HAVING A HP UPDATE SOFTAWRE IN YOUR LAPTOP TRY TO UPDATE YOUR AUDIO DRIVER..THIS WILL SOLVE YOUR PROBLEM

in control panel go to sound and audio devices. in this you can test all the audio hardware and mic also.
under voice tab there is also an option for test hardware.

you said that you cannot use the mic in skype or google talk. i think that you didn't configure the mic properties in those software.
just go to start->all programs->accessories->entertainment->sound recording. just record ur voice using mic. if it works then the problem is with the configuration of the software skype and gtalk
