The white body fuse is the ceramic body type fuse, the rating of the fuse should be printed on the circuit board next to the fuse.
It can have shorted out bridge rectifier, shorted MOSFET, etc. You can try standard glass body fuse just to find out if it just has bad fuse. You can get ceramic body fuse from www.mouser.com or try Radio Shack.
