Do you see anything on the monitor screen? Does the tower make any beeping noise or clicking noise, or does the fan tries to start up when you power the computer on? Are the cables connected properly?

Remove the side-panel.
Press the POWER button.
Does the fan inside the power-supply start to spin?
Does the fan on top of the CPU start to spin?
Is there any lamp on the motherboard that lights up?
Is there any noise (from disk-drive, floppy-drive, CD-drive) ?
If not, take your computer to a computer store, and get them to replace the power-supply. Hint: the smaller the computer-store, the more-likely that they will install for FREE, if you BUY from them.
hmm, it's very possible that the new fan is unable to spin fast enough to draw enough heat away fast enough. I'm guessing that this a separate video card and not the onboard video of the motherboard? and, is it the video card fan that is making all the noise?
trumpjd, Usually on startup the fans work a little harder then slow down. On newer computers they still have noticable fan noise. Most of what ou hear while the machine is running after start up is the power supply fan. When it starts to go bad you'll hear it all the time. randy320sgi
it might be the fan of your cpu has dust.and making it the fan hard to spindle.if you can dismantle your cpu fan or the fan in your power supply.just clean it with the paint brush.or do it with vaccum cleaner.if you have air compressor the would be better.just blow out the dust.then if you can do it also just putting oil or grease inside the fan at the core.the one that has magnet.it will smoothen the spindling.ok good luck
