Freezer section is plenty cold but the produce section is running at 55 degrees even with the cold setting moved to the number seven and the compressor doesn't shut off

check your user hand book as most fridge settings work the lower the number the colder the setting
so 1 is around 1-3 degrees , 3 is 4-6 degrees, 4 is 7-10 degrees
it is the freezer that works 1 is minus 5 and 5 is minus 20 degrees
it would explain why everything is freezing up
it would also explain the non stop running as the fridge is battling to keep the low setting

4Check the temperature on the appliance thermometer after 24 hours.

Check for frost build up in freezer section. If frosting up you will need to check the heater and bi metal. If it's a ge ref. could be thermister or main board

He is correct. The temp in the refrig controls how often and for how long the refrig runs. Lets say the temp in your garage is 34 degrees, and you have your refrig set to 36 degrees: The refrig will never run, the fresh foods section will cool to 34, and the freezer will warm to 34. Even if the temp is 45 in the garage and you set the fresh foods to be 33, the refrig will not need to run long enough and often enough to keep the freezer temp cold enough. You will most likely need to have the ambient room temp at least 55 degrees to get satisfactory refrigerator performance. Insulating the refrig will not help. (by the way, outdoor beverage vending machines use an internal heater in cold weather to prevent liquid beverages inside from freezing,..... so using that info, you could put a low wattage heater in your refrig to make your refrig run enough to make the freezer section work. The %&#* with that, just move it into the house!)

Yes. Domestic appliances will not work properly below approx 55 degrees.
The freezer suffers most simply because the machine runs rarely at 55 degrees and degrades as the temp goes lower.
They are designed to balance properly when in an environment where people live. Ideally 70 to 90 degrees Fahrenheit.
The machine is not broken.
Moving it inside, is the only solution.

Sounds like your door seal is damaged somewhere on the lower door. Take a dollar bill and stick it longways along the door seal, and close door. There should be a firm resistance pulley the paper out. Move the bill along the door seal, checking each inch.

Of course, if the bottom part of the seal has a gap, this can usually be seen visually. Why the bottom part? Because when something gets spilled in the fridge, and "Not Me" doesn't clean it up, the stickiness pulls the seal, stretching and deforming it.

Why does the temp go up when freezer is turned lower? Because the fan in the lower compartment runs when the compressor runs. The more air that is moved in the lower compartment, the more air that is moved through the bad door seal.

there is a circulation fan and also a vent. Either the fan is blowing, or there is a cloged vent.

sounds like the evaporator fan in the freezer is not moving the air. also there is an air damper door at the top center of the fridge that controls air flow from the freezer to the fridge. check those two components and you will find your problem.
