First, try pressing TV on the remote, check if that solves the problem. Then press Sat and try the TV power button again. If the remote previously controlled the TV, you lost the code for the TV. If you have your Dish Network manual, check if you wrote down the code when it was originally programmed. Which specific remote/receiver do you have? The direct coding procedure for the Dish remote that I have is: while facing the TV to be controlled (after adjusting the key for TV1/TV2 in a multiple TV system), press and hold TV until all four indicators light up. Then enter the 3 digit code. Press and release the # key. Then see if the code TV powers off when you press Power. Then press Sat and check if the TV power button works. Try additional codes if the TV doesn't respond.

If you recently got a new TV and you tried to program the remote for your TV, your dish remote may not have the code you need. (Most universal remotes are limited to codes for devices released 6 months or more before the remote was programmed.) In that case, you should use the TV remote (and see if it has an option to control the satellite receiver). Alternatively, get a new universal remote that will control all of your devices. (The remotes that can be programmed by USB are the easiest to set up.)

OK the cable box remote is the only one that can change channels in this case. because you are using the tuner in the cable box not the TV.
all you need the TV remote for is to turn the TV on and off and turn the sound up and down. if you used the cable input on the TV then the tv remote would be used to change the channels.

Remote fall on floor and now it is stuck on one channel and I can not turn off the TV or change a channel or lower the volume

Hi, well you can do everything from the axtual TV itself, have a look on the TV you will find a setof buttons/keys. these allow you to controll almost everything that the remote can do.
here you can change channel change volume etc.
The buttons usually there are 6- 7 marked On/Off, Channel up/down, Volume Up/Down, Enter/OK & Menu. Now pressing these will bring up the onscreen display and you can adjust what you wish.
Now with the remote, it's probably best to obtain a new one..
Sometimes disassembly may fix it, but it sounds like it has a bad problem.
To ensure it doesn't interfere remove the batteries.

MY REMOTE WILL NOT CHANGE CHANNELS ONLY TURNS TV ON OR OFF

After much trial and error, we discovered a temporary fix. We taped a 3 x 5 index card to the front of the box directly to the right of the time/ channel number. The remote will change both the channels and the sound level with this "fix." Could there be some kind of emission coming from the box that interferes with the remote? Maybe Motorola could put a more opaque front on the box.
