In your case, there is only one real solution: get another controller. You will save both time and money, and you will know that you'll have a working controller. Chances are you will not ever be able to fix that problem, even with soldering.
You could start by browsing ebay:

Unfortunately, you are right, it is your console that has the problem. In that case, have you tried comparing the 2 controllers entries, on the console's motherboard, to see the differences?
I am sorry, I do not think I can help you any further than telling to bring it to a videogame repair shop or to buy a used sega master system... I have tried finding your answer everywhere on the net, by looking at mother board posts and everything, but haven't been able to find it.

I think you may have misunderstood my problem. The controllers both work absolutely fine when they are plugged into controller port 2. It is only when they are in controller port 1 that the down button will not function. I do not need to buy new controllers. I do need to know what needs to be connected and where in the motherboard.
