Hi.

Disconnect power, then locate the access to drain pump. On GE top loader the pump access is usually at the back, sometimes at the bottom. Disconnect the hose from the pump and remove any blockage in there.

Check also the height of the drain hose at the back and ensure that the hose is set according to manual. An drain hose set incorrectly will result in drain problems.

If that does not fix the problem, clean or replace the pressure switch and pressure hose that detects water level determining when to start and stop draining.

Do you hear the motor going? If you do, I am sorry to say it is your transmission on your washer. The website link below will confirm this if you hear a motor going. If you don't hear a motor then it could be your motor. It is very expensive to replace, I am sorry to say.
