I replaced the fuel pump but I'm not get power to

I checked the voltage at the plug for the fuel pump and im only getting 5 to 7 volts it seems to jump around in that range I checked the voltage at the plug for the fuel pump and im only getting 5 to 7 volts it seems to jump around in that range
