hmmm.. seems had a problem directly on the hardware side of your computer. my only and good recommendations to you is, first, check if your packard bell desktop has or still have a Warranty, if its on warranty, you can go to the service center to check the hardware of your PC. Second, if your computer is Out of Warranty you can check it by your self, open your CPU Drive, clean the dust inside the Hardware then check everything if all the wire's are still INTACT to each other.

Packard Bell is a Dutch computer manufacturer and a subsidiary of Acer. The name was previously used by Packard Bell, an American radio manufacturer founded in 1926. In 1986, Israeli investors bought the name for a newly formed personal computer manufacturer. Originally the company produced discount computers in the US and Canada. When it left the North American computer industry in 2000, it quickly became a leader in the European and African markets. NEC took it over in the late 1990s. The Taiwanese computer manufacturerAcer acquired it in 2008. ( source: WIki. )
Remove the hard disk and attach it to an USB hard drive adapter and then connect it into the USB port of a working computer. This computer will detect the hard drive as an external storage device, then you can open the various folders and files to copy your files to this computer or burn your data to a CD/DVD disc or USB flash drive. Return you hard disk back to your Packard Bell so you can reinstall Windows.
