2nd, y=, 4, enter [turns off the plotting feature which will NOT work if you have no points to plot in a table [Stat, edit, L1, L2]

This message flashes when plots are on...without points to plot.

Conflicting app error on TI-84 plus silver edition.

When either of them is loaded in memory once, it remains there and takes over the graphing features of the calculator. If one is loaded in memory it must first be unloaded before you can use the other.
To recover the normal calculator behavior both must be unloaded from RAM. Overwrite one by the other, and uninstall the other. That will not delete them.

How can you program games for a TI-30XA calculator. I mostly want to know if it is possible, what programming language is required, and any links that can help.

Do not even go there. The calculator is pretty basic and does not have memory to store instructions. If you want to take up programming ( a worthwhile endeavor) buy a graphing calculator such as a TI 89 itanium, a TI Voyage 200PLT, a TINspire, or a Casio Graphing calculator FX 9860 SD, ClassPad 330, or some top of the line HP calculators (HP 49G+, HP 50 G).
