Thermocouple could be corroded not allowing the millivoltage needed to keep the pilot valve open on your gas valve.( Change Thermocouple) Also could have air in the gas line from not being used for a period of time. ( Bleed Gas Line until air is removed) These fixes should only be performed by people competent in the operations of a water heater. Dangerous results can happen if not done right like carbon monoxide poisoning, fire, etc.

Water in basement in flood that covered the lower element. When power was turned back on, the green light on the top of the heater was blinking twice. When I hit the reset button, it is now blinking...

Yes sensor should be replaced along with lower element.

1) Manufacturer's say that flooded water heater should be replaced: Call homeowner's insurance company.

2) Brand of water heater is not known, but it could be the American or Craftmaster or Whirlpool energy-smart electric with control box.
http://waterheatertimer.org/Whirlpool-Energy-Smart-electric.html

3) With energy-smart:
1 flash is start-up failure, and 3 flashes is sensor failure.
The moisture probably shorted element and/or lower sensor.

4) The moisture inside tank will take long time to dry out, especially since the foam insulation is wrapped tight. To dry out element and sensor, you have to remove cover and insulation over element, but if you leave insulation off and run water heater, then the sensor is exposed to cool outside air and will not read temperature inside tank.
Plus a wet water heater is electric shock hazard.

High water in basement, the push button temp indicator reads both leds lite on both ends. i dont know who to reset

1) Call service technician.

2) If water heater flooded, contact insurance company for possible replacement coverage.

3) Manufacturer's suggest replacement of any flooded water heater.

4) Be very careful around wet or previously wet water heater.
Insulation inside tank will stay wet. Household electricity is grounded to water pipes that are connected to gas or electric water heater. Touching wet water heater can be fatal.

5) Read label on side of tank for product identification.
Read manual for possible part replacement.

What can I do to assure that my commode won't overflow? I came home after being away a week, and my basement was flooded due to the upstairs toilet leaking. Plumbers say it was just clogged. It totally...

Turn off the water at the valve going to the tank of the toilet. The valve is normally located half way between the tank and the floor, on a pipe leading to the tank. The water in the bowl will last over a week and should not be a problem. Good luck, I hope this helps Please rate me, Thanks

My basement flooded and now my gas water heater

Was the gas valve under water? If so it must be replaced. If not, and you're sure you are holding in the button for at least 30 seconds after the pilot is lit, the pilot will need to be removed disassembled and cleaned. Also, the thermocouple may or may not be bad, replace it anyway (for the cost @ Lowes etc just not worth it).
