Your situation calls for the purchase of an amplified antenna. It is a regular antenna that uses an AC adapter to boost its reception clairity. A good brand of amplified antenna is Terk, and should not set you back more then 60 bucks at the most. There is also cheaper amplified antennas out there but do some research first as its absolutely true on the saying, you get what you paid for!

You probably must change the 'input' or 'source' of the Philips monitor to match the port the HP PC is plugged on. If the monitor is also a TV, it must have a remote with this button, else check the built in buttons.

I get a "no signal"sign on my TV screen

this is as a result of the fact that your aerial antenna is either not properly connected or is bad and as a result cannot receive the signals that the tv would use, it could also be as a result of the wrong positioning of your aerial antenna or your tv being tuned to a wrong frequency. my advice is that you try to tune on all other bands and frequency to enable you detect if your antenna is properly placed or not.

Child changed my tv to something to accept her video on her cell phone. Now my tv says no signal. What should I do on my control clicker?

Go to the menu on the TV and auto retune this should fix it.
But first check the aerial is connected into the back .
No doubt you have various devices such as a DVD wired in? connect the aerial direct from the input wall socket and try that first.
When I get called out to fix TVs I normally find it's a cable fault mainly scarts not seated correctly or poor fittings on the aerial.

Yah i have a dynex tv and a Asus desktop comp and my tv says no signal when i plug it in i dont know what the problem is

Is the dynex tv unit installed inside the ASUS desktop computer?
The TV receiver needs an antenna/aerial connected to the TV receiver to receive TV signals, without it you will get no or weak signal.
Have you connected an antenna/aerial to the Dynex TV unit?

Have TV Card but when try to connect to outside atanna with amp get a spark. turn off amp & no spark when connect. Is it save to connect with amp off & then turn amp on. Have no signal without amp.

Plug the aerial directly into the TV card. I assume you mean by amp you mean an amplified aerial. The spark would suggest an electrical short maybe an earthing problem.
