If the trucks left side works, then it is a wiring problem. If it works at the plug(test light) then the trailer light has a bad ground. If it doesn't work at the plug, then it is a bad power wire from the turn signal wire to the plug. Some times it is the plug itself. Truck or trailer. Corrosion.
Hopefully you still have you manual. I will tell you how to reset the HHR, I found it in my manual. Turn the key to on, press lock and unlock at the same time on your key fob. The horn will beep twice telling you that you are in program mode. The left front turn signal light will come on, press the valve core letting air out of the left front tire. The horn will beep when left front is programmed. Then the right front turn signal will come on, let air out till horn beeps. Then right rear, same procedure then left rear same procedure. When that is done horn will beep twice again saying tire program is complete. Turn key off, make sure you air all tires back up.
I think the horn contacts for your steering wheel are located at the 3 and 9 o'clock positions. The contacts are behind the air bag and may have a poor connection. If the air bag has been either removed or replaced for any reason, that may explain your problem. I have also seen just a few issues with the wiring harness behind the airbag wearing and internally damaging the wiring for the horn signal.
If the fuses are good and the front and rear bulbs are good, change the flasher for the turn signals, even tho the right is working. If that doesn't fix the problem, it might be in the turn sgnal switch on the steering column.
If both bulbs are good for the backup lights and fuses are good, then the backup light switch, which is screwed into the side of the transmission has to bad.
