The only way to get a legit Mew into Black is to trade it in from another game. Unless you have any event Mews laying around (or know anyone who has one that they would be willing to trade), the only other option for getting one is either from Faraway Island in Emerald, My Pokemon Ranch (available on Wii-ware and you unlock a Mew after depositing 1000 Pokemon), or hack one using an Action Replay.

Unfortunately the only legit way to get the sea chart is to attend a Nintendo event. There hasn't been an official Nintendo event in my area since 2004. There are more details on non legit ways to get the sea chart on this site.

All of those pokemon can be obtained through events sponsored occasionally by Nintendo, where tickets are given out that can be used to travel to islands where Lugia, Ho-oh, and Mew can be caught. You can also catch Ho-oh in Pokemon Colloseum or Lugia from Pokemon XD and trade them to your Pokemon Emerald game with a link cable from Gameboy to Gamecube (or Wii). Sorry, but Mew can only be gotten at Nintendo events.

Yes,you go to vermilion city don't go on the s.s ANN.Trade a pokemon that knows cut from another game,and get badge from LT.Surge.Now forget about the s.s ANN and continue your journey untill you beat gym leader koga and have the HM's "surf,strengh"and fly.Fly to vermilion city and go to the s.s ANN.Now before you board the ship you should see a two passages,left and right,where you can surf.Surf to the right.you will come up on a island and there will be a truck.Use strengh and move it,Mew lv.30 will be there. An event is somthing nintendo holds so that people who attend can get rare pokemon like mew, jarachi, etc. They are located in different parts of the world, so who knows where the next one would be (maybe in Japan). When you go to one, nintendo hands out items like aura ticket via mystery gift. The aura ticket lets you ride the ferry to Birth Island, which is where Deoxys lives. The events nintendo will be holding in the future are for the items: Oak's Letter (for Shymin),Azure Flute (for Arecus), and Member Pass (for Darkrai). A deoxys event already happened, so you cannot get him without cheating.... sorry
