Need to know how to replace the starter rope. Do I rewind completely first, then add rope or let the recoil wind rope. I need to rewind CCW?

depends on what machine it is your trying to fit the rope to!! some you have to take off the spring tension and remove the pulley in order to feed the rope into and put knot on bottom of pulley, however most briggs and stratton and honda recoil starters you can pull the rope completely out and remove rope then fit new rpe and let spring pull it back in

What are the procedures for putting new governor springs on?

its a fairly simple procedure but the rpm's need to be checked or you risk ( bad ) over speeding the engine or ( worthless ) the rpm's being to low causing the mower to labor... remove the air filter housing completely to better view your task...

5/16" nut driver or socket is required

Locate the drain plug on the bottom or side of the engine (might have a drain pipe attached to it) remove plug let oil completely drain screw off filter and replace (if equipped) refer to manual or Google and find out how much oil the engine holds (maybe around a quart) replace oil check for leaks and go mow your grass

No compression when the rocker arms are on

Work through it step by step
options are

valves not seating
valve guide dropped and holding the valve open
broken or weak valve spring
piston holed
rings completely shot
hole in cylinder wall

all involve a top end stripdown a the least

have fun and it should be obvious when stripping. the valve guide may not be so easy to spot they should be equal heights frm the head

Think i have a problem with governor on my 21hp v-twin briggs. it jumped to max speed and can't get it to slow down. which part of the governoring system could have let go?

Check for a broken spring on the governor linkage, follow your throttle control cable down to where it attaches to the throttle mechanism. In behind where the cable attaches you should be able to see a spring on the governor arm, the spring may have broken or somehow came out of its attaching point. Obviously be very careful about over-revving the engine, it could result in a broken connecting rod and a hole in the side of your crankcase.

Need to replace the pull cord assembly, because something that tension the spring is missing. Tried substitute cord but found after reassembly there was no tention on the cord something is missing.

When the cord breaks, the internal spring will completely unwind. You have to re-tension the spring, then attach the cord and wind it onto the spool while holding the spool against tension. Finally, feed the end of the cord out through the cord port and tie the handle while still holding tension. A small pair of Vise Grip pliers will hold the cord while dealing with the handle. It's about like setting a trap without getting your fingers caught. Hope this helps!
