Clean The UMD drive lens with a Q-tip dipped in rubbing alcohol.
If this doesn't work and your games are not damaged you most likely require a replacement UMD drive. They can usually be found on ebay and are fairly cheap. It does take a little bit of technical knowledge to install however
what is your umd disk, a game or a video or a movie or something. just check if the disk is corrupt, destroyed, damaged and the like, if this has happened before, try to see if the lens are somewhat touched or damaged.
If it does this with one disk, it may be a bad disk. If it is all disks, your UMD reader is most likely bad. They can be replaced if you are willing to take it apart and replace it. I am unsure of the cost of the UMD reader however.

Propably you have to change your laser inside the psp. You can buy parts on youtube and repair it by your self, if you know how (opening the psp woids the warranty). Or you can just give it to a service near you that repair such things.
if it doesnt read the disk,you may want to open it up (but voiding the warranty) and clean the UMD drive. if it doesnt read just one UMD,it might be the disk. if cleaning the UMD drive doesnt work,you may have to get a new drive,or a new psp.
have you tried various disks? certan disks may either be scratched or dusty so you coul take a can of compressed air and ust out both some umd's and the umd tray of the psp. also, if you're usuing a custom firmware, you may find it will work once you revert to an official firmware
You should check to see if another UMD will work first. Also try them in another PSP. If your sure your PSP is not reading Discs, then and only then, Clean the Laser lens carefully. Using a strong flashlight and magnifying glass, look into the UMD drive with the UMD door open and look for debris like hair or lint, and also dirt and dust. A black switch pokes up on the left inside the UMD drive. Its a little black stick. When you press down on this Black stick, your UMD disc motor should spin for second or two. The UMD laser lens should light up when your press this switch. If any of this does not happen, you need to replace the UMD drive. If you need someone to do this which if you have never done it, you need some knowledge big time.
