Have an LP gas water heater with White Rogers control that cycles on and off 3 times before remaining on. Water heater is 5 years old with forced exhaust. Heats water fine once it remains on. Do you have some trouble-shooting tips for me please?

From what you say, I would CLEAN the thermocoupler with either steel wool or a green scouring pad (dry) and then wipe off the residue with a clean cloth. If you still have trouble then it could be a gas valve that is sticking.

Don't forget to clean air intake locate under combustion parts, using instructions in service manual. Or compressed air. Ample air supply will ensure that combustion chamber does not overheat because of slowed venting of hot combustion by-product that will trip the FV system. And remove heat trap inserts if water pressure has problem or water heater is humming or whistling
Used, Reliance 805 is power vent gas 10 year old water heater that is newly installed. Unknown gas control valve. I'm not a fan of installing old power vent water heaters. Usually these things are so expensive that old one is only replaced when it fails.
120Volt Outlet must have correct polarity and unit must be grounded between ground prong on cord to manifold tube connected to bottom of gas control valve. Test for continuity with multimeter.
Is this an early FV model with air intake located on bottom? If air intake is clogged with dust, then combustion chamber overheated and tripped FV system. The older heaters need replacement parts and new gas control valve, or entire heater must be replaced.
Have you cleaned the air intake located under combustion chamber, and inspected for broken glass vial? I have had a similar issue with my Reliance heater. The safest thing to do is replace the entire gas control. You will need the model no. and the serial no. to find the correct one. May have one in stock at some place like Ace Hardware, I found mine on the internet after getting the part no. from the Reliance web site parts dept. May be $75 and up. if you are on propane, there will be a setting in the new control to set for propane The orifices in the burner etc. are already set there. Be careful, it is gas. To change the control is easy, you will need a large pipe wrench to wrap around the whole thing and unscrew it. Drain the heater first, open a hot water faucet to aid in this. And be sure to flush the water heater before you re- light. Lots of videos on the internet on the proper steps. And of course turn off the water supply and the gas supply before you start.
