it means your notebook missing system file ( Windows file ) , so you must start repair it , and repair progress will bring and set this missing windows file so you have to press start repair and follow the steps to fix this issue or you can fix this issue with windows CD, just boot your notebook with Windows CD , and after boot start choose repair windows.
last thing you can try this ,
press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you will need to try again by waiting until the Windows logon prompt appears, and then shutting down and restarting your computer.
If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to start, and then press F8.
On the Advanced Boot Options screen, use the arrow keys to highlight Last Known Good Configuration, and then press ENTER.
Try tapping F8 when the acer window shows, when it shows the muliboot option, scroll down to "Last Known Good Configuration" and hit enter. If it does not boot normally, you will have to get an external dvd drive and boot off the drive with a windows installation disc to perform a repair.
You'll have to check if windows is loading before it restarts. If windows starts loading before it shuts down and just loops all over again, you can easily fix this by simply re-installing your operating system. you can do this by booting from the recovery discs that came with the laptop. Now if the rebooting cycle happens before windows starts loading then this could either be a RAM or a motherboard issue and will need to be serviced.
If you don't have a copy of the recovery discs, you can always call Toshiba at 1-800-457-7777 and purchase one from them.
If system is stuck and will not let you do anything (including power down), remove the AC adapter & the battery. Reinsert batter and apply AC power. On boot before Windows start press F8 and select Safe Mode. In Safe Mode, uninstall any program that you feel may be preventing Windows from starting normally.
You can also select Last Known.... and Windows will also start with the last known good configuration.
You can also use the Uninstall or the Add/remove Program.
Hope this be of help/idea. Post back how things turn up or should you need further information.
Good luck and kind regards.
