The update you are talking about is for windows live photo gallery, Its not a needed update unless you are having issues when trying to view photos

Microsoft explains the update and reasons for it here

I would suggest that you not worry about it unless you do need it, if you do then try installing it manually

How can I stop update windows 8.1 ? I installed this windows by mistake . Now I can't update every time.

I don't think the updates have anything to do with failure of other downloads. But in the configuration screen, you can change the update settings for windows. At least when you log in as an admin.
I do have to advice to try to find out what is causing your downloads to fail, because it is not wise to not update windows.

Windows update failure (KB982670)

Believed me you have to reinstall your operating system. I encountered that problem too. I uninstall and re-installed .NET, update windows service packs nothing happened until I reformat the hard drive and install the operating system again.
remember format the hard drive first then install the operating system (backup your data first)

Make sure the account you are logged in as has Admin privileges, and manage updates yourself. Choose and only install those updates pertaining to you. Like not installing languages updates and so on.

Windows live quicktime control host failures

Since the quicktime would not update properly, you probably have a bad install of it, so you'll also have a bad uninstall. Restart your computer with the Windows disk in the CD. When it asks you to press a key to boot from CD, press the space bar (or any other key). Let the files set up, then when it asks you to press "R" to repair the system, press that, and let the system do a repair from the original disk. That should fix the system.

Go to Start > All programs > Windows Update (or Microsoft Update). Do a Custom scan, and install it from there.

Messanger Failure while loading Media Center Setup Wizard

SP3 issue. you can uninstall SP3 and then hide it so that you will continue to receive other updates. Every 2 weeks you should unhide it and try another install. If problem persists you may need to reinstall OS from disk. Follow directions closely so that you won't loose any files.
