After I hung up from a phone call, I went to put the phone on the base and noticed "Line in Use" on the display. The telephone is "technically" off; however; it's not. I called it using my cell phone and it rings busy. I have unplugged and plugged in just about everything possible and I've taken the batteries out of both handsets and put them back in. Nothing is helping. So - I'm hoping you can. Thanks.

no dialing tone indicates an open line or an extension that has not been hung up properly. IF you have a corded phone then it may be in the cord (broken at the hand piece or at the base) On the technical side it may be from the wires in are not paired properly ( go google and check for phone line pairing) and on the financial side the account has not been paid

Try these..1...remove your telephone line from base unit and fix it into a working land phone and check whether is it having normal dial tone.If it's having engage tone(beep beep...)remove paralleled phones and re connect to cordless base unit.
2.If line is ok (normal dial tone with full volume) & still display indicates line is busy, your main base unit must be having faulty components inside.Commonly these defects happen in thundering or surges through telephone lines.You have to take full set to a repair shop.
Place the non-registered handset in the telephone base or charger. If 1.Press FIND HS on base 4sec and 2.Then press # on handset do not appear alternately on the handset screen after a few seconds, remove the handset and place it in the telephone base or charger again.
On the telephone base, press and hold FIND HANDSET for about four seconds until the red IN USE light on the telephone base turns on.
Remove the handset from the telephone base or charger and then press # (pound key). It displays Registering...Please wait. It takes about 60 seconds to complete the registration. The handset displays Handset X Registered and you hear a beep when the registration process completes.

Model ip8300: How to register a handset:
Press and hold FIND HANDSET for at least 10 seconds on the telephone base. The VMWI and LINE IN USE lights will blink alternately indicating that the telephone base is in registration mode.
To display the telephone feature menu, press the Menu softkey from the main idle screen.
Press the up, down, left and/or right NavKeys to choose Registration Settings then press the Select softkey or center NavKey/SEL.
Press the up or down NavKey to choose Handset Settings then press the Select softkey or center NavKey/SEL.
Press the up or down NavKey to choose Register to Base then press the Select softkey or center NavKey/SEL. A list of locations for assigning telephone bases will be displayed.
Press the up or down NavKey to choose an empty location and press the Register softkey or center NavKey/SEL.
The handset will display Searching while it searches for the telephone base. If the search is successful, a code from the telephone base will be displayed. To register the handset to the telephone base, press the Register softkey.
In the Enter PIN box, enter the system PIN. The default PIN is 0000. Press the Apply softkey.
Handset registered will be displayed when the registration process is complete. The screen will return to the registration settings menu. Press OFF to return to the idle screen.

Before registering the handset with the base station, press the FIND HANDSET button in the base till the VMWI and LINE IN USE lights blink alternatively. When the lights start blinking, register the handset. The default PIN for registering the handset with the base station is 0000.
Press Softkey Menu from Home screen
Choose the Settings icon from Menu screen and press center Navigation key/SEL to display the settings menu options.
Press the up or down Navigation Key to choose the Registration Settings menu option and press the center Navigation key/SEL to select.
Press the up or down Navigation Key to choose the Handset Settings and press the softkey Select to select.
Press the up or down Navigation Key to choose the Register to Base and press the softkey Select to display a list of available base stations. Choose a base station from the list and press the softkey Select to select.
The handset will search for the Base within its range. During this time, the searching screen will be displayed.
If the search is successful, the Base station number of the base will be displayed.
Press softkey Register. Enter the PIN and press softkey Apply to save and subscribe to the base station.
To cancel the entire operation, press OFF key anytime.
Firstly, unplug the base unit, then remove from this base unit the ethernet cable and most importantly, unplug the telephone line! Then remove the batteries from the 2nd handset. Keep everything unplugged for a few minutes, then plug the power into the base unit, wait 1 minute, then plug in the Ethernet cable and wait 5 more minutes. Do NOT plug in the telephone line just yet. After the 5 minute wait, put the batteries back into the 2nd handset and then follow the registration instructions from the manual (copied below)...
Make sure you have configured the language, country code, and area code of your phone before registering additional handsets.
1. Press "Reg.". Register shall be highlighted. 2. Enter the system PIN (Default: 0000). Use "Clear" to correct typing errors. 3. Press "Enter" to confirm. • Your handset starts searching for the base. 4. Press the top button on the base unit until the two indications turn off.
• If registration is unsuccessful, the signal icon displays steadily.
TIP: IF REGISTRATION FAILED, REPEAT THE ABOVE PROCEDURE.
Like other methods, you must hold down the button on the base unit until the lights STOP blinking. When you have successfully registered your 2nd handset, then plug in the telephone line into the base station. I did the above and it worked! The trick is to be patient and wait the few minutes while everything resets itself.
Make sure the ringer is on . • Make sure the telephone line cord and power adapter are plugged in properly . • The cordless handset may be too far from the telephone base. Move it closer to the telephone base. • There may be too many extension telephones on the telephone line to allow all of them to ring simultaneously. Try unplugging some of them. • If the other telephones in your home are having the same problem, the problem is in the wiring or local service. Contact the local telephone company (charges may apply). • Other electronic products can cause interference to your cordless telephone. Try installing your telephone as far away as possible from the following electronic devices: wireless routers, radios, radio towers, pager towers, cellular telephones, digital telephones, intercoms, room monitors, televisions, VCRs, personal computers, kitchen appliances, and other cordless telephones. • Test a working telephone at the telephone jack. If another telephone has the same problem, the problem is in the telephone jack. Contact your local telephone company (charges may apply). • The telephone line cord might be malfunctioning. Try installing a new telephone line cord. • Remove and re-insert the battery and place the cordless handset in the telephone base. • Wait for the cordless handset to synchronize with the telephone base. How to get the caller ID to work on the additional GE DECT phone handsets. You must follow these steps in the exact order :
#1 - unplug the base phone
#2 - unplug the telephone line from the base phone
#3 - remove the battery packs from the phones
#4 - wait 10 minutes. reverse the order when assembling. Put battery packs in phones, put the telephone line back in the base phone and lastly plug all phones back in.
It takes about another 10 minutes after that before all phone handsets start recognizing caller ID.
