you may have to send it in to dell, they do have jumpers you can "jump" but nowadays laptops moved away from that and use capacitors now which jumping or shorting capacitors can screw the motherboards up "possibly" safest way is to send it in.
Do not try to roll the power supply lead to the laptop all the time. This should be free of knots and twists as in the long run there is every possibility that the internal shielded twin core power wire could make a short and cut off the supply. If there is no supply coming to your laptop please check on the short of the DC line before you buy another charger. You may just have to cut and rejoin to release the short.

I'm pleased to hear the this fix worked out for you. The 5920 is also prone to quite a few battery charging circuit issues. The most common of which is the inability to run off of the battery. You can power the machine, boot to windows, and check the batter power meter. It could read 100% and the second you unplug the AC adapter the unit immediatly turns off. This is due to a blown fuse in the circuit preventing battery power from reaching the system board. I have included the best picture I could find. Its a little small but i have circled the defective component. You should try to replace it. This may be difficult becuase you would want to replace it with the exact same fuse. For a short term fix you can simple bridge the connection once the fuse has been removed to allow power through. This will solve your problem but may be dangerous to use without a fuse in that location.
