We purchased the above monitor today and tried to hook it up to a pentium 4 computer. The monitor came on but inside of being full screen at 21.6 inches its just 17 inches or so. How do we get the monitor to go full screen

A flashing power light like that indicated a blown power supply. Your monitor should be under warranty with Samsung. Check the mfg date on the back sticker, if it is less than 3 years then contact Samsung. If it is out of warranty then contact us at email@example.com and we can get you the info you need to do the repair yourself.
Yes you need to purchase outside speakers & hook them up to your soundcard in order to get sound from your computer. Another option would be headphones. Hope this helps & please remember to rate my answer. Thanks.
have you tested the power supply connection feeds? test each connector I think you will find your power supply has failed on either the 5 volt or the 12 volt side more than likely 5 volts are down' the agp adapter needs 5 volts to run. since you have changed out every thing else I would replace that or test your dads power supply in your computer, that should do the trick
