Maybe you should try to update your driver. To do this go in the start menu and type device manager. Then go in imaging devices, right click on your webcam and select "update driver software". Then select "search automatically for updated driver software".
If you were provided with a disc with this webcam simply insert it into your windows 7 pc and install the drivers with the webcam connected. That will get your webcam enabled. If you don't have the drivers then let me know the model no. of this webcam.
Did you try reinstalling the drivers? Maybe try uninstalling the webcam device from the Device Manager first. Sometimes programs that install later can affect the workings of existing software or devices. More ideas here.
go to device manager(rightclick my computer ,properties-->device manager),, den select ur web cam and uninstall it.

to install drivers, start settings control panel classic view should be on, then system on bottom hardware tab device manager, look for yellow mark next to cam, right click properties,update drivers then find cd location on hard drive or have microsoft update search for it automatic
