You may also write the driver/ software after decompressing/ unzipping the files. The drivers are in .rar format and can be decompressed using winrar.

Where can I find software to be used for my SAA7130HL PCI TV tuner PCI card

The software should be available in the CD given along with the hardware. If not the Lifeview Tv tuner video software can be downladed from
this Link.
PS: This software will work well with Non vista OS.
