Battery is shot. Modern batteries can test near full voltage and still not be able to deliver much current. If you wish to be certain, have the battery tested with a tester capable of measuring the CCA rating. Believe you will find it's only capable of providing less than half the rated output. Probably even less.

I use a Solar BA-7 tester to check all my batteries and charging systems.

Battety voltage in a modern car means is still important, but it's actually less important than how much current the battery is capable of delivering.

The panel is rated 6 watts at 12 volts 12 / 6 = 0.5 Amps

So in full sun the panel "should" produce 1/2 Amp at 12 Volts.

What type of 12V bulb and what is its current rating?

connect a 20amp bridge rectifier across output of solar panel to battery you can use a timer switch on it or regulator good luck

This is a small charger mostly for small batteries and devices. It puts out max of 4 amps. What type of 12 v battery are you trying to charge?

Isn't that the power cord for a Coleman 40 qt Powerchill Thermoelectric Cooler? Without the proper equipment, you take a chance of over-charging and blowing up your battery as it would be a direct current with nothing to regulate it and no needles to let you know how much of a charge it has.
Why not catch a ride down to AutoZone and buy a NOCO/180 mAh 12 Volt solar battery charger (that's right, solar power charger) for less than $25? It comes with 8' of cable and suction cups to mount it on the car while it charges with sun light. Neat little things for sure. I own two.

There MUST be a generator attached to the engine of your genset to recharge the battery as starting current greatly reduces the charge of the battery. The solar panel was designed to "trickle" the battery to keep the battery "fresh".

If you know anything about electronics, you can determine the input voltage and current requirements for the charger and purchase a generic power pack. The cord connection to the charger can be matched and purchased from an electronic store like FRYs.

take the unit and place it in front of you. place your left hand at the top left hand corner of the solar panel. with the heal of your right hand strike firmly on the bottom right corner of the solar panel. alternatively take a flat head screw driver and locate the divot on either of the short sides of the battery case. below the divot find the edge of the battery case lid and pry the top of using the screwdriver.
