Hi. It's not locked. The piston has siezed up maybe for lack of oil or sitting too long. It is time to retire it. If your son or daughter or grand kids has some mechanical in them. They can tare it apart and fix it. Good luck.

How to fix stuck pull cord of a 22 inch Toro Recycler lawn mower

Is the engine seized?. Try turning the blade and if it won't turn then you have a seized engine. If that is ok your recoil has a stuck part possibly something has broken off inside. If it's an older model try shooting WD40 inside the recoil as it could be rusty.

How do I open the case around the pull cord on a Torro 22" recycler lawn mower?

It's been a while since I pulled one of those engines apart - the LV195 engines came in 2 versions. One has a detachable recoil starter that is held on by 2 screws, the other is an integral part of the cowling. Either way, the repair procedure is the same - remove the starter, or entire cowling as appropriate (may need to remove some plastic and the tank first), remove label on top, SUPPORT THE ASSEMBLY ON A DEEP WELL SOCKET or similar and drift out the central roll-pin into the centre of the socket drive the pin from outside to inside. If you don't support it, it WILL bend and make it useless. Make a note of the order of the washers and springs etc, then fit a repair kit.

I have a 22in recycler lawn mover. the recoil

There is a safety brake on the handle that MUST be held down to start the engine. You must squeeze the safety agaist the handle to operate the mower. If not you will not be able to start the mower.

If your holding the safety mechanism and it is still locked then either the cable has become detached or... borken. Check to make sure the cable is connected to the safety mechanism. If it is and it still does not release then you should in all honesty contact Toro for the nearest warranty repair center.

Toro self propelled 22 inch recycler lawn mower start pull cord is "stuck"

Casey,

My son just bought a new Toro self propelled 22" recycler and has had problems on two different occasions. The mower just bogs down to a stop and when he tried to pull the starter cord, it was very VERY difficult to pull. At first I thought the engine had seized up for some reason (no oil?), but we found the problem.

First, disconnect the spark plug wire from the spark plug (to avoid the engine starting); tip the mower on its side and check very carefully the pulley and transmission belt. In his case, a piece of wood had gotten stuck between the belt and the pulley. Removing it fixed the problem (now he mows a little higher so as not to get so close to any debris). (We did have one further problem after that - the engine would not start - not even fire. After pulling and pulling, checking for gas, and checking that the air filter was cleean, we decided to check if the cylinder was flooded - we removed the spark plug, wiped and dried if off, and replaced it. It started right away.)

This belt 'n pulley arrangement isn't the best idea, if you ask me.

Good luck.
