Question about Lands Phones
If it has been disabled then
Go to settings>phone settings>touch sensitivity.Turn it ON.
It is your phone problem, I would suggest you to go to your nearest samsung service center and get it repaired.
Also if it is under warranty period then it would be of free of cost.
