Manual did not come with my 13 inch planer model 351.217430.how do i get one

REMOVE COVER SO YOU CAN SEE THE BELT, PULL THE BELT AS YOU TURN IT AND IT SHOULD COME OFF

Check the switch with a continuity tester.

Is it cold in your shop? The rollers won't work if they're cold because the rubber gets stiff. Clean your rollers also with mineral spirits. Hope that helps.

find your model number and go to "makitause.com" and you can download the operators manual with detailed instructions for this repair. REMEMBER to unplug tool before starting. If you give me the model number I will help but they had 2 different types of holders on the planers so I can't begin to help. Let me know.

If it is anything like my 12 1/2 inch mastercraft planer you will need to remove the dust guide first, and then the drum with the blades will be visible. To remove the blades you need to loosen the bolts with the appropritate sized crecent wrench. Seems to be the only part of my planer that does not require an allen wrench actually.
