You can use a Blackberry plug but its .5Ma [similar to charginging it from yout computer. Its best to use the HTC phone charger at 1.0Ma and it charges faster. Make sure there's no debris in the connector - a but of lint [which is still hard to see] may be blocking the connection.

First Option: mostly nokia chargers doesn't make problems... just try the following.. connect ur mobile with a system (usb cable)... found out whether it is charging or not... if the same prblm appears then there is a prblm in ur cell phone or power jack(socket)... if it charged with usb cable buy a new charger Please change Phone Bettery and check the charging IF Charging Problem not Solved So
Second Option: Your Phone charging IC Fault So Please change charging IC And charging Problem will Solved Quickly
If possible test with another charger like a car charger if you have one also try removing the battery plug in the charger and put the battery back in (don't touch the contacts/gold pins)
if it works with other chargers then the charger is bad
if it doesn't work with other chargers charging port/battery/phone is bad
You can use motorola V3 charger as an alternative charger, htc charger is difficult to find and expensive as well,i'm also using the same phone as yours and i never had a problem using motorola charger, but if you really want HTC charger, you can go to CITY PLAZA at Quiapo, manila, but not sure of getting original charger, only class A is available,or even go to any mall nearest you, might spot original HTC charger as well.

If you are not able to charge your cellphone, there are several factors why:
your charger connector is defective
your charger terminal is defective
your battery is defective
To solve this, you can check your charger connector with multitester, if it's working or not. If you test it and there's a movement, then the charger is OK. Next, check the charger terminal, using multitester. If there's a movement, then it's OK. and you'll know that the problem is on the battery.
First of all your charger is under warranty, so you should get it replaced. Also you may use the USB data cable to charge this phone from your PC. Connect your phone to the computer/laptop using USB cable and it should charge as normal.
USB Voltage is always 5V. That is standard. As far as your charger for your V3, different motorola chargers have different ampere or mA, but I wouldn't worry about it, you cannot overpower the Touch, it just may charge slower if the charger for the V3 is a weak one.
Other than that though, if it fits USB, you should definitely be fine.
You have to check first the charger you can used multitester in position DC volt to make sure the voltage no problem, if in the plug no voltage maybe the cable damage, or the soldering on pcb circuit bad,you can try with another charger first to make sure where is the problem.
It may be caused by dirt ingress in the port, check for dust and clean out with a soft fine paintbrush (like an artist brush) soaked in pure alchohol, or vodka! Short of that solution, purchase a charger of ebay and place battery in the rear to charge.-
