Just plug the Guitar Hero drums wireless adapter into the usb port.Then press the power button on the drums to switch them on ,then hold down the button on the adapter and press the power button on the drums again .They should connect ,if not it may be the version of your playstation doesnt work with the Guitar Hero World Tour disk.
usually if you hold on the ps button for about 10-15 seconds and also the wireless reciver for the guitar they will automatically sync up together.If it dose not hace a wireless reciver just skip step 2 and the guitar should work.

My friend had a problem with his guitar hero 3 game and was forced to take it back.
Before returning it though and again this only applies if the guitar is wirelss. Have you synched it with the console.
The little button just next to the memory card slots needs to be held in for a few seconds and the same needs to be done on the guitars sync button. If you get 4 gree rings of light when you try and turn the guitar on i'm almost certain its the fact that the guitar isn't synchronised with the console.
