TP-LINK TL-WA730RE is not allowing internet access due to DNS not be broadcast correctly. Skype and outlook (no DNS needed) are working fine.

After the router is plugged in what lights are on / stay on?

What lights are on and what lights are blinking? If you thnk it's a problem with your ISP, did you call them so they can diagnose their line?

Have you set the TP Link TL-WA901ND IP to have 192.168.1.1 as the default gateway ?
Also DHCP server is where ?
IN the TP LINK TL-WA901ND or in DLINK DIR 615
Only have one Router running DHCP and set the default gateway in the leases as 192.168.1.1.
What subnet mask are you using is it the same through out all devices ?

you can get the manuals of how to configure tp-link tl-wa730re..just go to google and type free tp-link tl-wa730re manuals.

Here's a GuessYa. Make sure you have the correct and exact DNS servers. If you screw them up, you'll be able to get cached pages, but new pages or functions will crash. It's a funny thing when you find it for the first time :-)

Open a command prompt and type:
Ipconfig /all

There will be a listing for gateway..

Do this with the new one turned on and then do it with it turned off.. I'm thinking it will show two different numbers.. They should be the same .. You can manually change the default gateway to the one that works.. But sounds like the range extender isn't set up properly. May need to do some manual config.

Please check the Cable between the router and the TP-Link tl-wa730re.

Your friend is able to go online using the same wireless network. that means the wireless network is working properly and there might be a problem with your computer .
You said that you can connect to the wireless network but you can not go online.
Check the IP address and the default gateway of the computer.
Try to ping the router and DNS server and check what happens.
Make sure that there is no static IP address on the computer.
