The Elph 115 doesn't have manual shutter speeds so you can't set it yourself. If there isn't a menu setting for night time shooting the best I can suggest is to shoot three images, one of each stage and combine them in a photo editing program like Photoshop or the free, open source GIMP program. (Google GIMP open source for links).
There are different settings. You can view the past photos because you are using the viewer for that, but you have a setting off in the menu. You need to turn on view photo or preview photo after picture taken.
I am not sure what it is in the Canon line, but look in your manual for the setting.
It sounds to me you have a CCD issue, which is the part of the camera that captures and converts the image to be digitally saved to your memory card (very overly simplified for the sake of diagnostics). If you can see your menus and everything else just fine on the camera, and the photos and live view are looking like that, then I would say you have a CCD issue. You might try to send the camera in to Canon for a repair, or if its under warrenty, even bettter!
