The starter is probably fine. the valves are out of spec. from what you described. if the valves are not set correctly they will not open and close right. take the valve covers of and check to see what they are. ill bet they are way off the should be at .004 and .006. just set them both at .005 and it will start as good as it did when it was new. its a good idea to check all of the electrical connections to be sure they are are all clean and tight.

remove a plastic cover above or near the starter to access the gear and check the teeth on the gear.\
if it is chewed up replace gear or the complete top of starter assemly consisting of a clutch a gear and fastening components.
Starter will have to be removed to do this.
check the flywheel gear also to be sure its teeth are in good shape.
if gear is good move motor off of compression stroke and try again

There's a couple of places to look on these. First, there are a ton of bypass switches on these that like to go bad. Most people bypass these because they cause so much trouble. They're located on the seat, the clutch, and the gear shift, and I may be forgetting one or two. It's easy to figure out which ones they are; they're all on the solenoid circuit. This leads to the next part. The solenoids also like to go. You can test it by running wires to the small leads from the battery. They're fairly cheap...if I remember right they cost around $8 or so new.

If you have a new battery and it clicks, it is not a safety switch, but we won't rule out the solenoid yet, I would say dirt, check the battery terminal for dirt, clean them up with a wire brush, Make sure the battery is good, test it for voltage and specific gravity, one of those floaty ball things. Try it, if it still clicks, get the hammer, tap on one of the bolts holding the starter, just lightly to loosen the solenoid, if it jumps to life, you have found your problem, if not, Hit it harder, no, It doesn't have to be hit hard at all, just a tap will do it. My John Deere tractor has a hammer on the running board, the only way I can start it. The bolt head is rounded right off. Been like that for 15 years. Hope this helps.

You're correct, sounds like the starter motor has failed. Find a new or rebuilt starter assembly (I bought mine on ebay). Very important -- you must disconnect the battery before you begin work on the starter or you can get hurt bad! Disconnect the negative terminal first. It's not necessary, but I like to disconnect the positive terminal also, and clean up the battery terminals while I'm at it. Pull off the red rubber boot on the large red wire leading to the starter assembly, take off the nut holding the red wire lug, and remove it. There will also be a second wire, usually with a push-on plastic connector, but possibly just with a nut. Disconnect that too. The starter is held on with bolts into the engine block. Take those off and the starter can be removed. Reverse the order to install the new starter assembly.Good luck!
