This is the manual for your system yours being the DT(desk top).:
http://www.dell.com/downloads/global/products/optix/en/desktop-optiplex-360-technical-guidebook-en.pdf
Apparently you would have on board graphics through the Intel chipset,
http://www.dell.com/downloads/global/products/optix/en/desktop-optiplex-360-technical-guidebook-en.pdf
This is Intel's link for download:
http://downloadcenter.intel.com/SearchResult.aspx?lang=eng&ProductFamily=Graphics&ProductLine=Desktop+graphics+controllers&ProductProduct=Intel%c2%ae+G31+Express+Chipset&ProdId=2877&LineId=1100&FamilyId=39
The only way to tell if you have a graphics card installed, hopefully without opening the case, would be to go to you "device manager" and click on the box next to "display adaptors" and see if a graphics card shows up.
Anyway, your on board graphics should certainly work for low end games such as, spades, hearts, etc., so first update your driver. You may require Adobe's Flash Player and an up to date version of Java also. You can get Flash Player here:
http://get.adobe.com/flashplayer/
If you already have Flash Player, you may want to uninstall, then install this newer version.
You can get Java here:
http://www.java.com/en/
If you already have Java, make sure it's updated or, uninstall and re-install this newer version.
If you determine that you have a graphics card installed, I can help you with that also. If you wanted to upgrade to a graphics card, you would have to go with a low profile card because of your case, if you have the desktop, meaning, it lays on it's side and is not very tall. Let me know if I can help you further.

    I gave you the manual twice, sorry. I wanted to show you Dells link which, if you have your service tag, you can have Dell scan your system and, they will tell you if you have a graphics card installed.

HOW TO FIX ERROR 80070002

The problem is with your graphic card G33/G31. Since its an Integrated graphic card you need a dedicated GPU to run games on decent settings.Earlier i had the same graphic card and i can only play games from 2005.This GPU is too weak to run such games. I suggest you to buy a new dedicated graphic card.

SOUND NOT COMING!!!!! ????

Doesn't matter about the Processor, Motherboard chipset, Ram Memory, or Harddrive;

What DOES matter is what audio chipset it is using.

Chip and Chipset are slang terms for I.C.
Integrated Circuit,

http://en.wikipedia.org/wiki/Integrated_Circuit

The audio I.C., or audio chipset, for the Mercury PIG31Z motherboard, is a Realtek ALC655,

http://www.mercury-pc.com/product-detail.php?link=p-mainboards&subtitle=Mainboard&productid=850#

(Specifications)

Let's look at available downloads, see if there is one for the Realtek ALC655, and Windows 7 drivers,

http://www.mercury-pc.com/downloads_list.php?productid=850

Yes -> Win7_655_Audio
Click on the Down Arrow under the Download subheading, and across from Win7_655_Audio

Remember, you have to download AND install.
Need guidance, post back in a Comment.
(Also post if the download works. I seem to have missed my 'time opportunity' )

How can I change the resolution from 1280 x 800? This is the highest possible according to the display setttings. I have removed the generic pNp monitor. I am running Vista Business. The display adapter is...

Graphics Unable to use the native resolution, such as 1920x1080, 1680x1050 and 1440x900 circuit388.gif Symptom(s):
On some displays, users may be unable to use the native resolution when using Intel® chipset graphics. Resolutions such as 1920x1080, 1680x1050, and 1440x900 are not available in graphics properties.

Cause:
The display's EDID is not read properly when connected to some digital flat panel displays. Display devices describe its capabilities by sending EDID (Extended Display Information Data) to the computer.

Solution:
Intel has released a graphics driver to specifically address this issue; however, there may be side effects to this solution such as longer than normal resume times from standby. This solution will only work with external displays such as DFP displays connected to the computer's VGA port. This driver is not designed to address issues with a notebook's built-in display (Local Flat Panel) or with TV’s connected to the system. This driver is provided as is. Intel has not tested, and does not guarantee, the operation of the driver for this purpose.
