Try downloading and reloading the video drivers for your PC.
It could be that they corrupted.
#2 If you plug a different monitor into the PC, does it do the same thing?
If yes it does the same, it's a problem with the video card.
Try the drivers, or you may need to replace the video card.
If no a different monitor doesn't have the problem, it's a problem with your original monitor, and you'll need to replace the monitor.
