On Menu setup, there's autoprogram, which I've manually programmed all the channels from 1 to 60 as enabled. Cable/Air, which is on cable. VCR1 Channel, which is 02 Enabled. And Cable Channel, which I don't know how to program. I know it's not a problem with the cable, as I have an old Sony Trinitron tv that gets all the cable channels.

With the menu set to cable signals, the autoprogram should catch all of the cable channels. The Cable Channel option allows you to use either channel 3 or 4 as the "cable" channel. This is when you have an external box that you use to tune in cable rather than the TV directly. The easiest way here is to autoprogram the TV while playing a VCR tape. That will insure that channel 3 is included.

The unit is telling you to run autoprogram to program in your channels, make sure also the TV is in cable mode and not TV mode which is for local channels, If you have cable do a autoprogram so the set can program in channels. Auto Scan is the same as autoprogram.
Your TV has to be initilized. It should be retuned to get the channels memorized in its memory section. Then only you can get the channels stored. Hopes that you have its remote control hanset with you. Replace two new cells in it and proceed the folloing steps. Connect ariel to its back socket before doing these.
 Press power button on the front panel of your tv. The initial setup screen appears.
 Press Ch+ on the remote control handset or on the front panel of your TV to start auto program, or Ch_ button to exit.
The initial setup screen will appear each time you switch on the tv until you perform autoprogram.
To perform autoprogram again
 Press Menu button.
 Press to highlight Channel Menu
 Press Pr Dn button to hilight cable. Press [+] to select.
 Press Prog Up or Prog Dn to hilight On or Off according to how you connected your TV. Press [+] to select.
 Press Prg Dn to hilight autoprogram. Press [+] to search for channels.
 After autoprogram finishes, press "Menu" again to exit.
TO RESET THE TV TO FACTORY SETTINGS
 Turn TV on.
 Press and keep hold the "Reset' button on the remote control hanset.
 Press and release the "Power button" on the TV front panel. The TV will turn itsef off.
 Release "Reset Button" now from your hanset.
These are the processes to be done to either autoprogram or turn it to factory settings. Ok.
may just need to have channels programmed into it. Go into menu on tv look for a heading of "channel" or "setup". You're looking to make sure that the tv is set for either cable or off air. chs.their should be a reference to "autoprogram" this will lock in the tv to whatever chs are available. goodluck
In your channel setup menu there will be an option for air/cable selection.Right now you must be on "air", that why you get only the 2 to 13 channels
You want to select "cable" and then rescan/autoprogram your channels.

If it has a MENU button, press it and use the volume up and down to manipulate the choices, press menu again when you get to channel setup. you want AIR if using off air or Cable for cable. Next screen should say start and press menu again, the channels will start to cycle. If htat doesnt do it, you have a new model than the one I just did tonight. OneForall remotes will probably not have the setup button you need to autoprogram. Best bet is to find a Sanyo made universal remote or other Sanyo remote on Ebay as alot of the buttons are proprietary to manufacturer. Some TV's are useless without their own remote if not on a external tuner (cable SAT or digital)
You will have to run the Autoprogram menu function from the menu. Here are the steps
Press the MENU button on the remote control.
Use the cursor down to select Installation in the Settings menu.
Use the cursor right to enter the Installation menu.
Select Autoprogram in the Installation menu.
Use the cursor right to enter the Autoprogram menu.
Press the OK button.
Select Cable or Antenna in the Installation mode.
When Antenna is selected, the TV will detect antenna signals and will search for antenna TV (NTSC and ATSC) channels available in your local area.
When Cable is selected, the TV will detect cable company supplied signals and will search for cable TV (NTSC,ATSC, QAM modulated) channels available in your area.
Make sure that registration with your cable TV provider and connection of equipment are completed.
Press the green button “Next” on the remote control.
Press the green button “Start” to start autoprogramming.
The menu screen disappears and the progress of autoprogramming is displayed.The progress bar indicates the number of analog and digital TV channels found. (Also digital channels via CableCARD are being programmed.
When Autoprogramming is complete, a message appears confirming the completion and the TV switches to the first installed TV channel.
