the vertical deflection IC if defective will cause the protection circut not to let the tv power up ,it has a thermal protection circut as well here is the vertical deflection IC # la78045 and here is a link for the NTE equivalent part and specifications and pin layout http://www.nteinc.com/specs/7200to7299/pdf/nte7209.pdf WARNING if you heat up any component to long or with to hot of an iron you can dammage the component and or the thermal protection circut but I believe you will also have to replace the flyback (high voltage transformer ) with wire giving to much voltage
you need to replace both convergence ICs they are STK392-110 you can get replacements at the following link with free installation instructions so you can do the repair yourself. http://servicemanuals.vstore.ca/
The probable defective part is the vertical IC. If changing that does not resolve the problem, check the capacitors in the same circuit. Also, check for the proper voltages at the vertical IC. If the IC is not being fed its power, it won't work either. I don't have a listing for your specific model. If you can post the vertical IC part number (LA7837 for example), I can list the voltages per pin.
You will need to change your Convergence ICs and possibly the resistors right next to them. They are located in the very center board of the chassis on a heat sink !C8C01 & IC8C02 . The part numbers for these ICs are STK393-110. If you can solder you can buy these parts for about 10.00 each and takes maybe an hr to solder in. A TV shop will want at least 400. Thats sad but unfortunatly a reality. A service manual may come in handy as it list the locations and proceedures for realighning the colors with the remote, and will list the resistor ratings if they turn out to need replacing as well.
