Are all phones on your line having this issue? Is it a GE system with expandable (multiple) phone handsets? Make sure you have touchtone service with your local phone company. If you are getting a dial tone but can't break dial tone when you press a button; do you hear the touch tone? If so, it may be the phone comany line. Provide as much detail as possible such as were the phomes working at first but then stopped or never worked at all.

The 29490 isn't an answering machine. To set up the voicemail, please consult the documentation for whatever answering machine or voicemail system you have on your phone line.
Call forwarding is a service provided by your telephone company. With many systems, dial * 7 2, wait for a second dial tone, then dial the number to forward to. Answer that other phone to confirm. Dial * 7 3 to cancel. If these instructions don't work then contact your telephone company for their instructions regarding call forwarding.
Not sure but if its a GE answering machine if you turn on the answer feature and then hold down the message skip button for 2 or 3 seconds and release it changes the language back to english. If you then hold down the review/playback button (keep holding) it beeps, after the beep speak your message when done release the button. If you want to review your message press the review/playback(cant remember exactly what its called) and release it.
is the incoming phone line plugged into the answering machine directly? the answering machine should then be plugged into the phone. the signal comes through the answering machine then to the phone. you may have the connections reversed on the answering machine. check those connections.
