As for your case ...i assume that when you are pressing power button on the CPU it's getting on but you are not able to see any display on your monitor screen.
In that case there might be chances that VGA cable which is connected with your cpu to the monitor is unplugged or loss. But such possibility is rare. For that case try pressing your keyboard num lock key at the top left corner of your num lock keypad to check if blinking when your pressing the num lock button. If it's getting on/off then it means that your CPU is fine and there is some problem with your monitor or cable , it may be unplugged.
2nd : If you are unable see the blinking button by pressing num lock key then there is chances that ... there is some issue with your motherboard, Ram or Power supply. But first of all you can troubleshoot by unplugging your ram out of your CPU and then powering on your computer.... it must give a continuous beep having a gap of one second. If it's giving the same beep then you must replace you RAM or replug your ram try again. hopefully it will work.
