Run the 1/2 test. Load paper in the manual feed tray. Print anything that requires more than 2 sheets. As the paper enters the printer open the top cover. Remove the toner cartridge. Look down at the paper. If it looks like the problems you described, change the toner. If it looks good, reinstall the old transfer roller and rerun the test. If transfer roller doesn't fix it, you have a bad fuser. Put the old one in and repeat.
If you have changed the drum then probably your fixing film was torn. Check if the black streaks on paper is erasable (not fixed on the paper). Check also for signs of film (gray on one side and brown on the other very thin plastic-like material) falling out from your fixing assembly (if you open the left side cover with caution sign the hot portion area).
Try looking for lint, paper, or anything that could have hung up inside. A piece of something could be blocking the imaging unit. In the old days, there were wires in the laser printers and papers would shed and leave paper hanging on the wires.
There are several things that can cause this. A worn toner cartridge and/or transfer roller can cause vertical smears, but it may also be a worn fuser assembly. The teflon coating on the fixing (heat) roller wears off, and leaves vertical streaks of varying widths on the pages. Sometimes you may see "ghost" images on the pages for the same reason. Open the back door of the printer, and hold down the exit guide on the fuser (carefull, it may be very hot). There are two long rollers, the lower one is black, the upper roller is either grey or shiny brown. That's the teflon coating. See if it's peeled or damaged. If so, replace the fuser assembly.
