Hello
Here at Fixya we are a Technical advice oriented website, we offer that only and have no resources to either look up parts are any inventory to provide them. I suggest you try and find a local distributor for the product that can order what you need. I would also do a Goggle search for suppliers of small wheels, they may be able to match up what you have to a "suitable" substitute.

When in 'swivel' mode front wheel turns wildly making it difficult to control and even stops the buggy when the wheel 'stick' at right angles to the buggy

In normal use, the front wheel needs to swivel freely - then this stroller's drive is easy and manageable with one hand (we know from extensive use with 2 kids and shopping on board).

The front wheel normally can not collide with the car. If the wheel assembly / lock is not correctly inserted, it can lock / unlock uncontrolled: try to disengage and mount the front wheel unit again.

Unsufficient tire pressure can also detoriate the drive.
